		<description>it may be premature to assess what any regulatory group or entity (if indeed the US can politically singularize the multiple functionaries in place) will do to change current cash policy, and it is certainly premature to think that cash re-circulation is on their top 100 list -- good theory though -- let&#039;s not hold our breath -- just the political will to consolidate regulatory power may take all of Obama&#039;s political capital and term (by way of example, Canada&#039;s securities regulators have argued for and against consolidation for over 15 years with no end in sight)</description>
